Tri-Valley Sewer Rate Survey for School – Submetered

Multi-Year Single Family Customer Impacts
Multi-year impacts on single-family customers were evaluated by comparing historical
bimonthly bills with projected bimonthly bills under the proposed rates. Pleasanton Collection
charges represent the City’s sewer collection costs, and Treatment Pass-through charges
represent DSRSD treatment costs. The total bill is the sum of these two charges.

From prior to FY 2019 through FY 2026, the average total bill increased from $77.28 to
$91.95, with approximately 65 percent of the increase attributable to Treatment Pass-through
charges from DSRSD. Overall, most historical bill increases have been driven by regional
Treatment Pass-through cost increases outside the City’s control. Pleasanton Collection
charges have either remained unchanged (FY 2021 through FY 2023) or increased based on
CPI (Consumer Price Index) adjustments to cover inflationary cost increases. However, CPI
adjustments alone typically are not sufficient for new operating costs or CIP projects required
to maintain the City’s sewer collection infrastructure.
