City of Pleasanton
Sewer Rates & Connection Fees Technical Memo

Water Resources Economics
Page 4

MULTI-YEAR SINGLE FAMILY CUSTOMER IMPACTS

Multi-year impacts on Single Family customers were evaluated by comparing historical bi-monthly bills with
projected bi-monthly bills under the proposed rates. Pleasanton Collection charges represent the City’s sewer
collection costs, and Treatment Passthrough charges represent DSRSD treatment costs. The total bill is the sum
of these two charges.

From prior to FY 2019 through FY 2026, the average total bill increased from $77.28 to $91.95, with approximately
65% of the increase attributable to Treatment Passthrough charges from DSRSD. Overall, most historical bill
increases have been driven by regional Treatment Passthrough cost increases outside the City’s control.
Pleasanton Collection charges have either remained unchanged (FY 2021 through FY 2023) or increased based on
CPI (Consumer Price Index) adjustments to cover inflationary cost increases. However, CPI adjustments alone
typically are not sufficient for new operating costs or CIP projects required to maintain the City’s sewer collection
infrastructure.

Pleasanton Sewer Multi-
Year Bi-Monthly Bill
Impacts (Single Family)
Pleasanton
Collection
Treatment
Passthrough Total Bill Bi-Monthly Bill
Change ($)
Bi-Monthly Bill
Change (%)
Prior to FY 2019 $25.19 $52.09 $77.28
FY 2019 $26.09 $53.94 $80.03 $2.75 3.6%
FY 2020 $27.01 $55.84 $82.85 $2.82 3.5%
FY 2021 $27.80 $57.46 $85.26 $2.41 2.9%
FY 2022 $27.80 $58.36 $86.16 $0.90 1.1%
FY 2023 $27.80 $59.53 $87.33 $1.17 1.4%
FY 2024 $28.54 $58.22 $86.76 ($0.58)-0.7%
FY 2025 $29.96 $59.97 $89.93 $3.18 3.7%
FY 2026 (Current)$30.77 $61.58 $92.35 $2.42 2.7%
FY 2027 (CPI Adj.)$31.70 $65.58 $97.28 $4.93 5.3%
FY 2027 (Proposed)$57.03 $65.58 $122.61 $25.33 26.0%
FY 2028 (Proposed)$62.74 $69.52 $132.26 $9.65 7.9%
FY 2029 (Proposed)$69.02 $73.69 $142.71 $10.45 7.9%
FY 2030 (Proposed)$75.93 $77.37 $153.30 $10.59 7.4%
Page 361 of 617
