Sewer connection fees include both a local
collection component and a regional treatment component. The regional treatment component, which currently
accounts for about 97% of Pleasanton’s combined connection fee, is set by DSRSD and is outside the City’s
control. With the fee update, Pleasanton combined connection fees are expected to remain below Dublin and
within the range of peer agencies in the Tri-Valley area.

The current and proposed sewer connection fees are shown below. The connection fee per EDU is multiplied by
the EDU ratio for each customer type to arrive at the proposed sewer connection fee for each customer. The EDU
ratios are from the City’s existing fee schedule.

Buy-In Fee Value
Sewer Assets Value (RCLD)$65,468,002
Plus Cash Balances $9,821,893
Total Existing System Value $75,289,895
Existing EDUs 33,467
Connection Fee per EDU $2,250
