Item #13
CITY COUNCIL AGENDA REPORT

June 2, 2026
Public Works - Utilities Division

TITLE: ADOPT A RESOLUTION APPROVING THE CITY OF PLEASANTON 2025
URBAN WATER MANAGEMENT PLAN AND WATER SHORTAGE
CONTINGENCY PLAN

SUMMARY
The City’s draft 2025 Urban Water Management Plan (UWMP) and Water Shortage
Contingency Plan (WSCP) have been prepared in accordance with the California Urban Water
Management Planning Act. These plans are required to be updated every five years and
adopted by the City Council. They describe the City’s water deliveries and use, water supply
sources, projected water demands through 2045, water supply reliability, and planned
response actions during water shortages.

As an urban water supplier, the City must update and submit its 2025 UWMP, including the
incorporated WSCP, to the California Department of Water Resources (DWR) by July 1, 2026.

RECOMMENDATION
Adopt a resolution approving the City of Pleasanton 2025 Urban Water Management Plan and
Water Shortage Contingency Plan.

BACKGROUND
The California Urban Water Management Plan (UWMP) Act, enacted in 1983, requires urban
water suppliers to prepare plans that assess long-term water supply reliability under normal,
single-dry, and multiple-dry year conditions and demonstrate that adequate water supplies are
available.
The Act has been updated periodically since its establishment, including through the Water
Conservation Act of 2009 (SB X7-7) and the 2018 Water Conservation Legislation directives,
which were first incorporated in the 2015 and 2020 UWMP updates, respectively. Since 2020,
there have been no notable legislative changes to the UWMP requirements, except for minor
revisions to definitions.
The City Council adopted the current UWMP (2020 UWMP) in June 2021. Preparation of the
2025 UWMP and Water Shortage Contingency Plan (WSCP) began in October 2025 and
included coordination with Zone 7 Water Agency (Zone 7) and the other Tri-Valley retailers.
During the preparation of the 2025 UWMP, notices of preparation were sent to local agencies,
Alameda County, and local organizations. The Draft 2025 UWMP and WSCP were made
available for public review beginning May 7, 2026, and staff notified the previously contacted
local agencies and organizations of their availability. In addition, this item was published in the
newspaper for two consecutive weeks, as required by law, prior to the public hearing on the
Page 380 of 617
