City Council Minutes Page 6 of 7 May 19, 2026 <br />17.A) Adopt a resolution certifying the Final Environmental Impact Report (FEIR); and <br />B) Introduce an ordinance approving: <br />(1) Annexations (P18-0078) of parcels totaling 130.98 acres from unincorporated <br />Alameda County to the City of Pleasanton; <br />(2) General Plan Amendments (P18-0079) redesignating residential areas from Open <br />Space–Public Health and Safety to Low Density Residential and open space areas from <br />Low Density Residential to either Open Space–Public Health and Safety or Open <br />Space–Parks and Recreation; <br />(3) Rezoning (P18-0081) parcels from Pre-Zoned PUD–OS-A&G/OS-PH&S/LDR/HOZ <br />(Planned Unit Development–Open Space–Agriculture and Grazing/Open Space–Public <br />Health and Safety/Low Density Residential/Housing Opportunity Zone) Districts to <br />PUD–OS-A&G/OS-PH&S/LDR (Planned Unit Development–Open Space–Agriculture <br />and Grazing/Open Space–Public Health and Safety/Low Density Residential) Districts; <br />(4) A Planned Unit Development (PUD-130) to construct 28 detached single-family <br />residences, demolish and reconstruct two existing single-family residences, and install <br />related on- and off-site improvements and infrastructure; and <br />(5) A Vesting Tentative Tract Map (Tract 8569) to subdivide parcels totaling 128.5 acres <br />into either single-family lots or private and public open space; and <br />C) Introduce an Ordinance approving a Pre-Annexation and Development Agreement <br />Recommendation: <br />1.Adopt Resolution No. 2026-039 certifying that the Final Environmental Impact <br />Report for Hidden Canyon Residences and Preserve has been completed in <br />compliance with the California Environmental Quality Act (CEQA). <br />2.Introduce Ordinance No. 2304 making the findings and approving the <br />applications of: (1) Annexation (P18-0078) of parcels totaling approximately <br />130.98 acres; (2) General Plan Amendments (P18-0079) redesignating areas <br />with: (a) new residential from Open Space-Public Health and Safety to Low <br />Density Residential, and (b) private or public open space areas from Low Density <br />Residential to Open Space – Public Health and Safety or Open Space-Parks and <br />Recreation; (3) Rezoning (P18-0081) parcels from Pre-zoned-PUD-OS-A&G/OS- <br />PH&S/LDR/HOZ to PUD-OS-A&G/OS-PH&S/LDR District; (4) a Planned Unit <br />Development (PUD) development plan (PUD-130) to construct 28 single-family <br />residential units, demolish and reconstruct two single-family homes, install <br />related on- and off-site modifications and infrastructure, construct a staging area <br />for public access to the Pleasanton Ridge, and dedicate land to the East Bay <br />Regional Park District (EBRPD); and (5) a Vesting Tentative Tract Map (TRACT <br />8569) to subdivide 128.5 acres into: (a) 30 single-family lots and roadway; (b) <br />private open space; and (c) public open space dedicated to the EBRPD; and <br />3.Introduce Ordinance No. 2305 approving the Pre-Annexation and Development <br />Agreement. <br />Page 11 of 443
