Strong interest in meaningful inclusion in the budget process, including input on library
hours and programming decisions.
3. Request for greater clarity in duty language, particularly around budget, capital
improvement program (CIP), programs, work plan, and community outreach, specifically
for community members to be able to contact commissioners.
4. Preference for retaining active-voice language about what commissioners do and how
they gather community feedback, and opposition to language perceived as reducing the
commission's defined responsibilities or independence.

Of additional note for the Library Commission:
PMC Section 2.33 establishes a Library Board of Trustees in alignment with Education Code
18900. This spells out that the City Council acts as the Board of Trustees and allocates duties
specifically to the Library Commission. Section 2.33.050 C. states, “The powers of the board
are delegated to the Pleasanton library commission except that the following actions shall not
be final until approved by the board:
1. Approval of the operating and capital budgets for the library;
2. Acquisition of real property;
3. Issuance of debt;
4. Adoption of major policies related to library operation, including those related to fees,
fines, and hours of operation.”

The existing duties continue to align the City Council’s role as the Library Board of Trustees,
while delegating the advisory functions to the Library Commission.

Recommendation: The ad hoc subcommittee and staff recommend quarterly meetings and
keeping the existing duties, with the addition of the following introductory paragraph: "The
function of the commission shall be to serve in an advisory capacity to the department and City
Council regarding City policies, programs, and services within its scope of expertise,
specifically related to the library." (The introductory paragraph, as recommended by the
commission, did not include the advisory role to the department. This was added at staff's
recommendation to better note the relationship between the commission, staff, and City
Council).

Parks and Recreation Commission
The Parks and Recreation Commission shared general agreement that a work plan meeting
and City Council adoption of the work plan through the two-year budget process would build
the appropriate resources for commission work. The commission supports moving to quarterly
meetings, with strong communication with staff between meetings. Regarding commission
duties, the commissioners believe the existing duties work well and support adding an
introductory paragraph.

Recommendation: The ad hoc subcommittee and staff recommend quarterly meetings and
keeping existing duties with the addition of the following introductory paragraph to better define
Page 16 of 443
