(The introductory paragraph, as recommended by the
commission, did not include the advisory role to the department. This was added at staff's
recommendation to better note the relationship between the commission, staff, and City
Council).

Youth Commission
Commission members expressed support for both removing grade delineations and the
proposed shift to an October–April meeting calendar. Commissioners also recommended
extending term limits for youth commissioners, from two, two-year terms to three, two-year
terms. This way, if students started in 7th grade, they could continue through 12th grade.

Recommendation: The ad-hoc subcommittee and staff recommend the following changes to
the Youth Commission:
• Remove specific grade delineations and state membership criteria simply as "three from
middle school and 12 from high school." Strive to balance grade levels through the
recruitment process and attempt to balance representation from all public schools.
• Modify meeting schedule to once per month from October through April (aligned with
the school calendar).
• Increase outreach to Educational Options High School (Village High) to ensure
equitable representation.

It is not recommended to change the term structure at this point, as the goal is to allow more
students to participate in the commission.

Administrative Updates
In addition to the structural changes outlined above, staff developed a comprehensive set of
administrative tools and processes to strengthen the consistency and effectiveness of all City
commissions and committees. These tools were developed with input from staff liaisons across
all bodies, will apply to all commissions and committees throughout the City, and are ready for
implementation in the upcoming recruitment cycle.
1. Commission & Committee Recruitment Guide
Staff has developed a new recruitment guide covering all active commissions and committees.
The guide provides prospective applicants with detailed information about each body's role,
meeting requirements, community engagement expectations, and ideal candidate profile. It
also establishes general qualifications for commissioners, emphasizing commitment to public
service, collaborative capacity, and alignment with the ONE Pleasanton Strategic Plan. The
guide will be available during future recruitment cycles to support consistent, informed
candidate evaluation.
