The
vault will be constructed within an easement with sufficient operating area to allow the City’s
maintenance equipment to remove accumulated debris, such as tree branches and sediment,
for disposal. Clearing debris from this location has historically been burdensome for
Operations staff within Public Works.

A competitive bidding process was conducted in accordance with the City’s Procurement and
Contracting Procedures. Five bids were received. Frontline Engineering, Inc., submitted the
lowest responsive bid. Staff recommends the City Council authorize the City Manager to
execute a construction contract with Frontline Engineering, Inc., in the amount of $284,951,
and authorize a project contingency not-to-exceed $44,843, for a total authorized construction
budget of $329,794, not including construction support services.

RECOMMENDATION
1. Approve plans and special provisions for the Sassafras Court Storm Drain Interceptor
Project, CIP No. 22484;
2. Authorize the City Manager to enter into a construction contract with Frontline
Engineering, Inc., for the low bid amount of $284,951; and
3. Authorize the Director of Public Works to approve and execute contract change orders
from a project contingency not-to-exceed $44,843 or approximately 15 percent of the
contract amount.

BACKGROUND
Severe winter storms from December 2022 through March 2023 caused damage throughout
Pleasanton due to flooding, downed trees, power outages, and property damage.

The Sassafras Court neighborhood off of Oak Tree Farm Drive experienced damage during
the 2023 storm events similar to earlier damage in 2017.
