City’s pipe inlet often clogs. The proposed concrete vault will capture and temporarily store the
storm debris, allowing Operations staff in Public Works Operations time to respond to any inlet
obstruction. The project also includes a new concrete J-ditch and dual elliptical 15-inch pipe
culverts that will connect to the existing pipe network.

DISCUSSION
On April 16, 2024, the City approved a design services agreement with ENGEO, Inc., to
prepare preliminary designs, construction plans, special provisions, and engineer’s estimates
for various sites damaged by the 2023 storm events. The Sassafras Court Storm Drain
Interceptor Project is one of the identified sites. That approval also authorized the Director of
Public Works to approve and execute project amendments for the various storm projects
approved in the Capital Improvement Program, provided the amendments do not exceed
project funding and remain within 5 percent of the design contract. The project is now ready for
construction.

ENGEO, Inc. will provide construction support services under an amendment to its design
contract. The amendment will be on a time-and-materials basis, with a not-to-exceed amount
of $9,475. Geocon Consultants Inc. will provide materials testing services under an existing
on-call agreement with the City. These services include specialty testing for grading and
backfill compaction. The not-to-exceed amount for these time-and-material services is
$14,795. The total amount allocated to construction support is therefore $24,270.

EQUITY AND SUSTAINABILITY
Approval of this action advances the City’s equity and sustainability goals under Climate Action
Plan 2.0 to support community resilience and well-being by improving public services to ensure
all communities are prepared for climate-related impacts.

OUTREACH
Staff coordinated with the two adjacent property owners who sustained damage during the
2017 and 2022/23 storm seasons. No other public outreach was conducted for this contract
award. Construction notices will be sent to affected residents before work begins.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the citywide ONE Pleasanton Strategic Plan Goals of
Safeguarding Our City, Strategy 4 - Implement the hazard mitigation plan to address response
to natural disasters; and Investing in Our Environment, Strategy 1 - Implement the Four-Year
Capital Improvement Program (CIP).

FISCAL IMPACT
A total of $600,000 is budgeted for the Sassafras Storm Drain Interceptor Project, CIP No.
22484, in Fund 441 of the Capital Improvement Program.

The anticipated total project expenditure is approximately $441,200. Total project costs include
design, construction, contingency, construction support, and other miscellaneous costs. This
would leave an estimated project budget balance of approximately $158,800.

At the completion of CIP No. 22484, staff will recommend that any remaining balance be
returned to the source fund. Funding and anticipated project expenditures are detailed in
Page 187 of 443
