DISCUSSION
The cost of a traffic impact analysis can range from $5,000 to $100,000, depending on the size
of the project, with most costing around $30,000. Over the past 15 years, the total amounts for
on-call transportation consultant work have averaged just under $200,000 per year. The
current on-call agreements are now in their fourth year and are approaching the $500,000
aggregate limit, which was intended to cover the first three years of the five allowed under the
City's purchasing policy. To maintain sufficient aggregate authority, staff recommends
increasing the aggregate by $200,000 across all three contracts, bringing the total not-to-
exceed amount for the maximum five-year term to $700,000.

The On-Call Transportation Consultant Services Agreements improve project delivery time by
eliminating the need to advertise and authorize each TIA. Eliminating these steps reduces the
time to deliver the final report by up to two months and allows applicants to complete their
development review more quickly. The approval of the amendment to the on-call consultant
agreements allows continued flexibility in meeting developer timelines and maintains the
competitive bidding process for each project (each TIA request for proposal will be sent to the
three consultants for cost estimates and timelines). The increase in the not-to-exceed amount
will ensure that future projects can move forward at an accelerated pace during this final year
of the current on-call contracts.

EQUITY AND SUSTAINABILITY
Not applicable, as this item is a routine matter of City business.

OUTREACH
Not applicable, as this item is a routine matter of City business.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the ONE Pleasanton strategic plan goal of Investing in Our
Environment by focusing on responsible project delivery and improved development review.

FISCAL IMPACT
The On-Call Transportation Consultant Services Contracts will be funded by developers as TIA
studies become necessary. It is anticipated that the on-call services consultants will be used
for City of Pleasanton projects on occasion, and this work will be funded through the Traffic
Engineering’s professional services account.

The authorizations for agreements between July 1, 2022, and today total $407,386. With
anticipated projects in FY 2027, it is likely that the current contract amount of $500,000 will be
exceeded, and an increase is necessary to avoid future project delays. Since work under the
on-call contracts is applicant-funded, extending the contract would not impact the General
Fund.
