In many cases, as part of the development review process, applicants are required to
fund a Traffic Impact Analysis (TIA) to determine the development’s impact on the traffic
network, with the analysis managed by City staff. The On-Call Transportation Consultant
Services contracts create a pre-approved roster of qualified consultants to prepare these
studies, allowing for a more efficient project completion by eliminating the need to advertise the
TIA project and seek individual contract approval. The City Council approved the current
consultant agreements with Hexagon, TJKM, and Fehr and Peers in May 2022 for services
between July 1, 2022, and June 30, 2025, with an option for two separate 1-year extensions.
The First Amendment to the Agreements extended the consultant agreements to June 30,
2026. This Second Amendment further extends the agreements to June 30, 2027, and
increases the aggregate not-to-exceed amount across all three contracts from $500,000 to
$700,000.

RECOMMENDATION
Staff recommends that the City Council approve and authorize the City Manager to execute
the Second Amendments to the professional services agreements with Hexagon, TJKM, and
Fehr and Peers for on-call transportation consultant services, to extend the term of the
agreements until June 30, 2027, and increase the aggregate not-to-exceed total across all
three contracts by $200,000, to a new total aggregate not-to-exceed amount of $700,000.

BACKGROUND
The City of Pleasanton requires all development to mitigate traffic impacts generated by its
projects. When the City receives a development proposal, staff determines the need and level
of traffic impact analysis. If it is determined that an analysis is necessary, the project developer
is required to fund the analysis to determine the change in impact on the circulation network
and possible additional mitigations required.

The City has used on-call transportation consultants for the past 25 years to conduct traffic
modeling and complete Transportation Impact Assessments (TIA). The TIA is funded by the
developer, but the contract and project management are administered by the City. This allows
the City to work directly with the transportation consultant to ensure all elements of the TIA are
addressed before the final report.
