Refining the
alignment will also provide greater clarity around project costs, in determining fair share
contributions required by new developments and the City.

DISCUSSION
A request for proposals was issued on April 8, 2026, for a design professional agreement to
develop an El Charro Road Precise Roadway Alignment. The advertisement closed on May 7,
2026. The City received one proposal for this work from Kier and Wright Civil Engineers and
Surveyors Inc.

Kier and Wright has significant experience in Pleasanton, including in East Pleasanton and
with the design of El Charro Road. Kier and Wright worked on the 340-acre El Charro Specific
Plan in Livermore. They also worked extensively with the City of Pleasanton on the prior Draft
East Pleasanton Specific Plan. Prior to halting the specific plan, Kier and Wright provided
comprehensive infrastructure planning and engineering for the 406-acre development area.
This work included engineering estimates and schematic designs for major infrastructure
systems, including a four-lane El Charro Road corridor, Arroyo Mocho bridge crossings, and
the El Charro Road/Stanley Boulevard grade separation.

Kier and Wright have outlined a comprehensive 12-month plan that estimates close to 4,000
hours of work, divided among Kier and Wright and nine sub-consultants identified in the
proposal. The sub-consultants bring focused technical knowledge necessary for project
completion. These technical areas include structural, geotechnical, railroad, hydrology, right-of-
way, traffic, landscape, joint-trench, and environmental.

The full scope of work and fee breakdown is included as an attachment to the agreement and
is summarized in the table below.

Table 1.
