<br /> <br /> <br /> <br />MEMORANDUM <br /> <br />Date: May 1, 2026 <br /> <br />To: Susan Hsieh, Director of Finance <br /> <br />From: Siew-Chin Yeong, Public Works Director <br /> <br />Subject: Justification for Sole Provider of Services with Du-All Safety LLC <br /> <br /> <br />Recommendation: <br /> <br />Public Works Department staff recommend entering into a Professional Services Agreement with <br />Du-All Safety LLC for a not to exceed amount of $189,600 (Includes 20% contingency) for a term <br />of two years. <br /> <br />Du-All Safety will act as the Public Works Department’s Health and Safety Consultant and <br />administer the department’s safety program in accordance with the City’s Injury and Illness <br />Prevention Program. <br /> <br /> <br />Background: <br /> <br />Du-All Safety has provided the Pleasanton Public Works Department (formerly Operations <br />Services) Cal OSHA required safety training, written safety plans, hazard assessment inspections <br />and supported industrial hygiene monitoring as needed since July of 2021. The current agreement <br />is set to expire on June 30, 2026, and was originally managed by the Operations Services Training <br />and Emergency Services Manager. This position was reclassified and transitioned to the City <br />Manager’s Office in July of 2024. <br /> <br />There is no current position assigned to administer the department’s comprehensive safety <br />program. Based on Du-All’s past involvement and experience in developing and supporting this <br />program, they are best qualified to provide this service. <br /> <br />Du-All’s qualifications and services also include: <br /> <br />• Full scope of environmental health and safety services <br />• Extensive catalog of in-person safety training courses <br />• Online training platform with customized safety training courses <br />• Certified staff to conduct routine safety inspections and job hazard assessments <br />Docusign Envelope ID: DE7B641D-6FD0-8C3C-816F-4858AB2742EC
