FOR
$87,470, AND EXTEND THE TERM TO PROVIDE ADDITIONAL
ENVIRONMENTAL SERVICES THROUGH CONSTRUCTION; AND ADOPT A
RESOLUTION ADOPTING THE PROJECT-SPECIFIC ANALYSIS AND
ADDENDUM TO THE CALIFORNIA VEGETATION TREATMENT PROGRAM
PROGRAMMATIC ENVIRONMENTAL IMPACT REPORT FOR THE AUGUSTIN
BERNAL FUEL MANAGEMENT (CIP NO. 25783)

SUMMARY
In December 2025, the City completed a California Environmental Quality Act (CEQA)-
compliant Project-Specific Analysis (PSA) and Addendum to the CAL FIRE Vegetation
Treatment Program (CalVTP) Programmatic Environmental Impact Report (PEIR) for fuel
management in and adjacent to Augustin Bernal Community Park (CIP No. 25783). The
Project’s goal is to create and maintain a reduced-fuel zone that supports fire suppression,
reduces fire intensity, and limits ladder fuels within the fuel break and wildland-urban interface
(WUI).

In early 2026, staff coordinated with the Alameda County Fire Department (ACFD) to define
the initial scope of work, complete Project Plans and Specifications, and draft an Agreement
for Fuel Management Services (Agreement). Sequoia Ecological Consulting, Inc. (Sequoia)
also submitted a Third Amendment for construction management and environmental services.

The proposed Agreement would provide an ACFD fuel management crew at $60,000 per week
in an amount not to exceed $600,000, and would prioritize establishing a 50-foot firebreak/fuel
management zone along trails and adjacent to the rear of the Golden Eagle Estate residential
properties. ACFD staff has reviewed the agreement and is scheduling a date to take it to their
Board for approval.

Staff recommends that the City Council approve the Agreement, including authorization for the
Director of Public Works to approve change orders up to $50,000, if needed; approve a Third
Amendment with Sequoia; and adopt a resolution adopting the PSA and Addendum. All project
costs associated with these actions are fully reimbursable through the CAL FIRE grant. Work
is anticipated to begin in May 2026 and be completed by the end of 2027, subject to crew
availability.

RECOMMENDATION
1. Approve Plans and Specifications for the Augustin Bernal Fuel Management Project
Docusign Envelope ID: 266F3365-7BEF-87AC-8198-E2103A9F8B36
