Authorize the Director of Public Works to approve and execute contract change order(s)
to the Agreement, if needed, up to a not-to-exceed amount of $50,000.
4. Authorize the City Manager to approve a Third Amendment to the Professional Services
Agreement with Sequoia in the amount of $87,470 (revised total contract not-to-exceed
$259,955) and extend the agreement term through December 31, 2027.
5. Adopt a resolution adopting the CalVTP Project—Specific Analysis and Addendum to
the PEIR for the project; findings of fact; and a statement of overriding considerations
(Attachment 1).

BACKGROUND
On January 17, 2024, the City was awarded a $1,048,900 non-matching grant through the
CAL FIRE California Climate Investments Wildfire Prevention Grants Program to reduce fuels
on approximately 125 acres in and around Augustin Bernal Community Park.

On June 16, 2024, the City awarded Sequoia a Professional Services Agreement to prepare
California Environmental Quality Act (CEQA) documentation for the project, including a PSA
and Addendum to the CalVTP.

In December 2025, the City completed the PSA and Addendum. The CEQA documents
evaluated up to 162 acres of potential fuel management area, providing implementation
flexibility while supporting the CAL FIRE grant objective of 125 acres of fuel reduction.

In January 2026, City and Livermore-Pleasanton Fire Department (LPFD) staff met with the
ACFD fuel management crew to confirm priority treatment areas and an implementation
approach consistent with the CEQA documents. In March 2026, staff completed Phase 1 plans
and specifications, prepared the draft Agreement with ACFD, and received Sequoia’s Third
Amendment for construction management and environmental services.

DISCUSSION
The proposed Agreement would provide an ACFD fuel management crew at $60,000 per
week, in an amount not to exceed $600,000. Priority work would establish a 50-foot
firebreak/fuel management zone along trails and adjacent to the rear of the Golden Eagle
Estate residential properties. Treatments include hand removal of vegetation under six inches
in diameter to near ground level, tree pruning to reduce ladder fuels, and selective shrub
treatment using mosaicing (removing some vegetation while preserving others) to improve fuel
break effectiveness and emergency access. Because the work is hand labor and site-specific,
the initial effort is estimated to take 8-10 weeks.

Work is anticipated to begin in May 2026, subject to crew availability and potential
redeployment to active fires. The Agreement term runs through December 31, 2027, to provide
scheduling flexibility.

Implementation will occur in phases to align with available grant funding and the CAL FIRE
grant objective:
Docusign Envelope ID: 266F3365-7BEF-87AC-8198-E2103A9F8B36
