Even at the lower rate, the hand labor needed to clear the fire break is
significant, requiring the City to phase the work to maximize available grant funds.

The grant performance period extends through March 15, 2029. There may be opportunities to
accomplish additional work within the existing grant, such as reallocating funds for fuel
management maintenance equipment. Staff will evaluate the best path forward once the
priority work is complete.

The City also intends to apply for CAL FIRE’s next grant cycle, anticipated to open in Spring
2026. Because the upcoming allocation prioritizes projects already underway, the Augustin
Bernal Fuel Management project is well-positioned to secure additional funding. Staff has also
confirmed with CAL FIRE that, due to rising fuel management costs and the need for hand
labor, the City will not be penalized if the full 125 acres are not completed, provided grant
funds are used responsibly to address the scope of work identified in the grant.

EQUITY AND SUSTAINABILITY
The Augustin Bernal Community Park Fuel Reduction Project (Project) includes work in
a critical watershed area and along major transportation routes, including Interstate 680 (I-
680). The Project reduces wildfire risk and the potential for wildfire-related disruptions to critical
services and community facilities.

The project includes fuel reduction and environmental monitoring. In collaboration with the
City, LPFD, ACFD, Golden Eagle Estates, the East Bay Regional Park District (EBRPD), and
community members, the Project is expected to:
• Reduce woody and vegetative biomass available for combustion and conversion to
greenhouse gas emissions (GHGs) through unplanned combustion processes such as
wildfires
• Reduce the likelihood of uncontrolled wildfires starting in or spreading into Augustin
Bernal Community Park and surrounding communities
• Improve defensible space around nearby residential areas
• Improve evacuation routes, firefighter access, and anchor points.
Treatments proposed in the PSA are designed to reduce hazardous fuels while minimizing
environmental impacts on wildlife and protected plants, consistent with the CalVTP. Vegetation
management would create shaded fuel breaks and reduce WUI fuel across up to 162 acres as
part of a regional effort.

OUTREACH
Docusign Envelope ID: 266F3365-7BEF-87AC-8198-E2103A9F8B36
