The amendment is necessary to maintain
progress on projects currently under construction and to continue advancing projects currently
in design until vacant positions within the Public Works Engineering Division are filled. The
recommended amendment will be funded using salary savings from the vacant positions, and
once the positions are filled, these services will be terminated.

RECOMMENDATION
Approve the First Amendment to the Professional Services Agreement with Carlson
Management, Inc. for staff augmentation and construction management services for an
additional $187,500, revising the total not-to-exceed amount to $470,000, and extending the
term of the agreement through December 2026.

BACKGROUND
On May 6, 2025, the City Council approved a Professional Services Agreement with Carlson
Management, Inc., for staff augmentation and construction management services, with a not-
to-exceed amount of $282,500, to provide additional support until vacant positions within the
Public Works Engineering Division are filled.

DISCUSSION
The Public Works Engineering Division currently has two critical vacancies: a Senior Civil
Engineer overseeing the Capital Improvement Program (CIP) and an Associate Civil Engineer.
As the 2026 construction season begins, several projects are already underway or
approaching key milestones, including the completion of design for the West Las Positas
Multimodal project, Sycamore Creek Storm Drain Improvements, and Valley Avenue Sound
wall construction, as well as the design of projects resulting from the 2023 winter storms in
coordination with the Federal Emergency Management Agency (FEMA).

These efforts were previously managed by an Associate Civil Engineer. To maintain project
schedules and ensure sufficient construction inspection coverage, it is essential to backfill the
vacancies and add additional inspection capacity. Because work is already underway and
FEMA-related storm recovery projects include time-sensitive application and documentation
Docusign Envelope ID: A21C2EA6-0C2C-8F95-838F-D3CE1E5D1530
