Page 9
Over the years, operational costs and utility costs have increased significantly. The
fiscal year 2026-27 assessment revenues are supplemented by a draw from the
District's reserve fund balance to cover the full cost of maintaining all common
areas, including water costs, county assessment fees, city administration fees,
replacement of plantings, irrigation systems, fencing, and other district
improvements. The fiscal year 2026-27 budget reflects the assessment rate held
flat at the prior-year level, with operating costs in excess of assessment revenue
funded from the existing reserve fund balance.
The water has been turned off at the Oak Tree Farm LMD because of the state of
disrepair of the irrigation system so water rate increases have a limited impact to
the Oak Tree Farm LMD, but standard water meter fees still apply and the rate
increases will have a significant impact if the irrigation system is restored. A
continued increase in costs for fire management, fence and lighting repair, and
necessary tree pruning/removal costs will be required for the district to be
maintained to the levels expected by the homeowners.
City staff discussed the maintenance priorities with residents in several
neighborhood meetings held towards the end of 2025 and into early 2026. Staff
has started to implement the priority projects and will continue to do so this year,
drawing down on the reserve fund for the district. Assessment revenue,
supplemented by reserve fund draws, will allow the City to continue to implement
necessary facility upgrades and improve maintenance, resulting in decreased
liability.
For 2025-26 costs/revenues, see Figure 3—FY 2025-26 Actual Costs and Revenues.
Engineer's Report and Proposed Assessments
Each year for which the assessments will be continued, the City Council must direct
the preparation of an Engineer's Report, budgets and proposed assessments for
the upcoming fiscal year. After the Engineer's Report is completed, the City Council
may preliminarily approve the Engineer's Report and proposed assessments, and
establish the date for a public hearing on the continuation of the assessments.
This Report was prepared pursuant to the direction of the City Council.
City of Pleasanton
Lighting & Landscape Maintenance District No. 1994-1, SCIConsultingGroup
Oak Tree Farm
Engineer's Report
