She provides
excellent project management services and performs various
financial analyses, data management, and customer data analyses for
Overhead Cost Allocation Plans and User Fee Studies. Lauren’s
diverse knowledge, creativity, and professional experience are
essential to the work performed by NBS.
RELEVANT PROJECT EXPERIENCE
Lauren has consulted and served on many projects, including the
following representative samples:

TEAM RESUME
LAUREN GUIDO | Senior Consultant
• City of Albany – Planning and
Building User Fee Study: NBS
recently completed a User Fee
Study for the Planning and
Building departments. Lauren’s
role on this project included
model development, staff
interviews, data collection and
analysis, and final report
development. The project
resulted in a successfully updated
and adopted fee schedule for the
City’s current use.
• City of Camarillo – User Fee
Study: NBS has provided multiple
fee analyses to the City of
Camarillo since 2012. In FY 2018
NBS was contracted to perform
an update of the fee model’s time
on task estimates, and to update
fully burdened hourly rate
calculations. Departments
studied included Planning, Public
Works, City Clerk, Finance and
Police. This study was successfully
adopted by City Council in
December 2019. Lauren recently
let efforts to update the City’s
Building and Safety Fees in 2025.
• East Contra Costa Fire Protection
District – Fire Prevention
Regulatory Fee Study and Fire
Facilities Development Impact
Fee Study: As a newly formed
Fire Protection District, East
Contra Costa requested that NBS
review and calibrate the District’s
Fire Prevention and State
mandated and local policy-driven
annual permits, and study the
impacts of new development on
the District’s capital
infrastructure, such as fire
stations, other buildings,
apparatus and equipment. The
User Fee Study and Development
Impact Fee Study were
successfully approved by the
District’s Board of Directors in
March 2020.
• County of Madera – Countywide
User Fee Study: Lauren provided
start to finish project
management for a study of the
County’s fees for the following
services: Assessor, Animal
Services, Planning, Environmental
Health Regulation, Building and
Fire, and Public Works. The Final
Report was issued in October of
2025 and recently presented to
the Board of Supervisors as an
informational item.

“Lauren was terrific in
helping to deliver this
project for us. She
took the time to dive
into the more
technical and detailed
aspects of a very
unique subject
area, kept the project
moving, and was in
constant
communication with
us as the client.
Would love to work
with her again on any
project.”
Raoul Mendoza, Chief
Management Analyst, Los
Angeles City Planning

EXHIBIT A
Docusign Envelope ID: 09559A62-06A5-8485-82E8-5B45F6615FAE
