BACKGROUND
The City is responsible for the proper management of hazardous material wastes and
universal wastes generated through routine operations and maintenance activities, and
subsequently stored at the Operations Services Center. Proper management includes
timely and lawful disposal of accumulated hazardous waste at least once every six
months. The City also needs a contractor capable of responding to emergency and non-
emergency situations (such as containing and cleaning up potential spills of hazardous
materials on city streets or waterways and the closure of homeless encampments that
pose a waterway hazard) that require services beyond City staffs capacity as
performance of these services require permits, licenses, and professional credentials
that the City does not possess. Examples include the California Hazardous Waste
Transporter Registration, California Highway Patrol Hazardous Material Transportation
License, 40-hr Hazardous Waste Operations and Emergency Response training, and
hazardous waste characterization training.
Since June 2018, following City Council approval, these services were provided through
a Standard Services Agreement with HydroChemPSC (recently acquired by Clean
Harbors). With the approaching 5-year maximum agreement term expiration, staff
conducted a new formal bidding process to solicit for a new agreement.
DISCUSSION
Staff explored potential contractors for the services needed under this agreement.
Necessary services included all of those previously covered under the expiring
agreement, as well as the inclusion of as-needed consultation to staff on regulatory
compliance management. The inclusion of this service within the scope of work helps to
augment the City's hazardous material management programmatic potential needs.
Following generation of a list of potential contractors, staff solicited the Request for
Proposals (RFP) through direct individual invitation to a list of 11 contractors, in addition
to posting on the City's website.
Three proposals were submitted and evaluated based upon the RFP evaluation criteria.
The selection of NRC Environmental Services, Inc., was made following the proposal
reviews, based on an organized and complete description of its implementation plan
within the time needs specified, described budget control considerations, details of prior
work experience and demonstrated safety record.
The proposed agreement includes the following activities:
Waste sampling, characterization, profiling, packaging, transport, and disposal
Semi-annual collection of routinely generated hazardous wastes
As-needed facility/equipment cleaning and decontamination
Non-emergency projects such as closure, decontamination, and disposal of
wastes from homeless encampments
Emergency response that requires rapid mobilization of equipment within two
hours of notification
As-needed consultation to staff on reporting and regulatory compliance.
Docusign Envelope ID: B932AE1D-315D-8F6B-8092-3E7AD14B95CF
