Once arguments on both
sides of a measure are selected, the authors of each argument may file a rebuttal argument of
up to 250 words.

The resolution also directs the City Attorney to prepare an impartial analysis of the measure.

Next Steps
If the resolution is adopted, staff will submit the required materials to Alameda County, and the
City Attorney will prepare an impartial analysis of the measure for the voter information guide.
The table below outlines the anticipated deadlines for submittal of arguments.

July 7, 2026 City Council adopts the resolution,
formally placing the TOT measure on the
November 3, 2026 ballot, and provides
direction on written ballot arguments
August 5, 2026 City Attorney Impartial Analysis
August 13, 2026 by 4:00 p.m. Primary arguments due to the City Clerk
August 20, 2026 by 4:00 p.m Rebuttal arguments due to the City Clerk

EQUITY AND SUSTAINABILITY
Generating sufficient revenue and ensuring the City's fiscal sustainability allows the City to
continue providing programs and services that benefit all residents. Unlike a sales tax or parcel
tax, the TOT is paid primarily by visitors staying in Pleasanton hotels and motels, rather than
by local residents or property owners. General Fund revenue generated by the measure would
support City services that benefit all residents, including public safety, parks and recreation,
infrastructure maintenance and community programs.

OUTREACH
Because the proposed measure is paid by visitors rather than by Pleasanton residents, staff
has had targeted conversations with Pleasanton hotel operators to discuss the proposed rate
structure and phased implementation. Staff will develop community education materials in
compliance with applicable laws governing public agency communications on ballot measures
and will coordinate with the City Attorney’s Office on the content and timing of those materials.

STRATEGIC PLAN ALIGNMENT
This item aligns with the ONE Pleasanton strategic plan goal of Funding Our Future, which
supports financial health and sound fiscal policies.
