Item #1
CITY COUNCIL AGENDA REPORT

July 7, 2026
Police

TITLE: ADOPT A RESOLUTION AUTHORIZING APPLICATION TO THE STATE OF
CALIFORNIA OFFICE OF TRAFFIC SAFETY'S SELECTIVE TRAFFIC
ENFORCEMENT PROGRAM GRANT IN THE AMOUNT OF $83,956 AND
APPROVE A BUDGET AMENDMENT IN THE MISCELLANEOUS OPERATING
GRANTS FUND IF AWARDED

SUMMARY
The State of California Office of Traffic Safety (OTS) sponsors several grant programs to
improve the safety of the state’s streets and highways. The City seeks authorization to apply
for the Selective Traffic Enforcement Program (STEP) grant program to address unsafe driving
issues in the community. These
conditions create many challenges, which culminate in an increase in injury collisions; two of
the most significant issues are noted below.
Distracted Driving
Advancements in mobile technology are leading drivers to use their phones more frequently.
This mobile communication dependency contributes to distracted driving. When drivers are
distracted by their phones or other electronic devices, they may run red lights, illegally turn in
front of vehicles, or unknowingly increase the speed of the vehicle.

Bicycle Safety
The topography and amenities in Pleasanton attract many local and out-of-town bicycle
enthusiasts. Additionally, a significant number of school-age children ride bicycles to
elementary schools and junior high schools. Bicycle collision data involving youths suggests a
need to increase rider safety by educating youth on bicycle safety and awareness, and the
Page 4 of 214
