Participating motorcycle officers saturate the
hosting agencies jurisdiction and address primary collision factors, in an effort to reduce
collisions.

DISCUSSION
The California Office of Traffic Safety Selective Traffic Enforcement Program (OTS STEP)
grant application, included as Attachment 1, focuses on a comprehensive approach to enforce
and encourage compliance with seat belt use, impaired driving, speed limit, and other traffic
laws to reduce collisions. The City will use grant funding to augment Police Department
enforcement to lower the number of injury collisions and bicycle/pedestrian collisions, and to
reduce distracted driving by focusing on roadway violations. The grant funding will support
educational programs focused on bicycle/pedestrian safety for school-aged bicyclists.

The City will communicate with the community via social and local media, signboards, and the
City’s website to increase awareness of specific traffic-related issues contributing to collisions.
The City will also use the grant funding to train more officers in techniques and equipment to
help reduce the number of injury collisions in the city.

EQUITY AND SUSTAINABILITY
As a full-service municipality, the City provides a wide range of services and programs to meet
the needs of all members of the community.

OUTREACH
No outreach was conducted, as this item is a routine matter of City business.

STRATEGIC PLAN ALIGNMENT
This action is aligned with the ONE Pleasanton Strategic Plan goals of Funding Our Future,
which supports financial health and sound fiscal policies through long-term planning, cost
recovery, increased revenue, and cost containment, and Safeguarding Our City, which
prioritizes community safety.

FISCAL IMPACT
The OTS STEP grant will provide funding to augment the City’s expenditures through
enforcement operations for the enforcement of persons driving under the influence and focusing on
primary collision factors. This grant may be used to fund overtime, benefits, and training,
thereby reducing General Fund expenditures. No City matching funds are required to accept
this grant award. If awarded, $62,967 in grant revenues and corresponding expenditures will
be appropriated in the Miscellaneous Operating Grants Fund in FY 2026-27. The remaining
$20,989 will be included in the FY 2027-28 budget.
