Item #3
CITY COUNCIL AGENDA REPORT

July 7, 2026
Police

TITLE:
APPROVE A CITY-SPONSORED STREET CLOSURE ON SECOND STREET
BETWEEN KOTTINGER DRIVE AND ABBIE STREET FOR HALLOWEEN ON
OCTOBER 31, 2026

SUMMARY
Due to the high volume of pedestrian traffic during the evening trick-or-treating period that
come to Second St. each Halloween, at its June 16 meeting the City Council recommended
that staff develop a plan for the closure of the street for safety. This report outlines that plan
and the costs.

RECOMMENDATION
Approve a street closure on Second Street between Kottinger Drive and Abbie Street for
Halloween on October 31, 2026.

BACKGROUND
Halloween activity on Second Street between Kottinger Avenue and Abbie Street has
historically attracted a high volume of pedestrian traffic during the evening trick-or-treating
period. The concentration of children, families, and other community members in the area
creates increased interaction between pedestrians and vehicles during peak hours. In an effort
to create a safe experience for the community, the City Council directed staff to develop a plan
for a street closure and bring it back for consideration.

DISCUSSION
The proposed temporary street closure on Second Street between Kottinger Avenue and
Abbie Street on Halloween 2026, from 4:00 p.m. to 9:00 p.m., is intended to improve
pedestrian safety during the peak trick-or-treating period. This segment of Second Street
experiences a high concentration of foot traffic on Halloween, including children, families, and
other community members walking in the roadway and crossing frequently between homes. A
temporary closure during these hours would reduce conflicts between vehicles and
pedestrians during the period of highest activity.

Under the proposed closure, parked vehicles could remain on the street. Requiring all vehicles
to be removed in advance would be labor-intensive to administer and enforce and would
create additional inconvenience for residents. Allowing legally parked vehicles to remain in
place would provide a practical approach while still limiting active vehicle movement through
the area.

Vehicles would not be permitted to enter or exit the closure area between 4:00 p.m. and 9:00
p.m. While this restriction would create inconvenience for residents during the closure period,
Page 48 of 214
