allowing vehicles to come and go would require escorting each vehicle through the pedestrian
area. That approach would significantly increase staffing needs, including police or other traffic
control personnel, and would increase the overall cost and operational complexity of the
closure.

Neal Street would remain open during the proposed closure period. Keeping Neal Street open
would preserve access through the surrounding neighborhood while maintaining the closure on
the primary block experiencing the highest concentration of trick-or-treating activity.

Implementation of the closure would require coordinated advance notification to all residents
on Second Street regarding the closure hours, access restrictions, and event-day
expectations. Clear and timely communication would be important to minimize confusion and
allow residents to plan accordingly.

The proposed closure presents a balance between neighborhood vehicle access and
pedestrian safety during a period of significant activity. Consideration of the temporary closure
includes operational impacts, resident inconvenience, staffing implications, and the public
safety benefits associated with limiting vehicle movement during peak trick-or-treating hours.

EQUITY AND SUSTAINABILITY
If the City moves forward with this closure as a sanctioned event, other neighborhoods may
also request Halloween street closures. Multiple City-sponsored Halloween street closures
would be unsustainable.

OUTREACH
No outreach was done for this item.

STRATEGIC PLAN ALIGNMENT
This item is aligned with the strategic plan goal of Safeguarding Our City.

FISCAL IMPACT
This event is expected to incur approximately $8,000 to $9,000 in overtime staffing costs for
Police and Public Works.

Prepared by: Submitted by: Approved by:

Tracy Avelar, Police Chief Tracy Avelar, Police Chief

Joe Calabrigo, Interim
City Manager

Attachments:
None
