The City’s current SSMP was adopted by Council on June 17, 2025, and certified to
the SWRCB on July 24, 2025.

Element 9 of the SSMP indicates that the City will annually review the SSMP for effectiveness,
make changes to improve program implementation, and report key performance indicators to
the City Council. This agenda report provides the City Council with an update on the City’s
annual review of its SSMP for calendar year 2025.

RECOMMENDATION
Receive an update on the annual review of the City’s Sewer System Management Plan for
calendar year 2025.

BACKGROUND
The City owns and operates a sewer collection system consisting of approximately 253 miles
of gravity sewers, 4.9 miles of force mains, eight siphons, 11 active pump stations, and
approximately 21,000 service connections. Average dry-weather flow is approximately 6 million
gallons per day (MGD). The City has agreements with Dublin San Ramon Services District
(DSRSD) and the City of Livermore, for the Ruby Hill service area, for wastewater treatment
and is a member of the Livermore-Amador Valley Water Management Agency (LAVWMA) for
treated wastewater disposal. The City also has agreements with Alameda County that allow
sewage flows from their Castlewood Service Area to be transported through the City’s
collection system for treatment at DSRSD.

Pursuant to State Water Resources Control Board (SWRCB) General Order WQ 2022-0103-
DWQ, the City is required to maintain a Sewer System Management Plan (SSMP). The City’s
current SSMP was adopted by the City Council on June 17, 2025, and certified to the SWRCB
on July 24, 2025. Element 9, Monitoring, Tracking, and Reporting System, indicates that the
City will annually review the SSMP for effectiveness, make changes to improve program
implementation, and annually report key performance indicators to the City Council.

Staff recently completed the annual review for calendar year 2025, and this agenda report
serves as that annual update to the City Council. The latest version of the SSMP is available
on the City’s website: Sewer System Management Plan. Appendix C, Change Log, documents
the changes made since City Council adoption in June 2025.
