The SOQ described the type of services needed, the
on-call nature of the agreements, the proposed agreement duration, the task authorization
process, and the not-to-exceed budget for each agreement. Through the review and interview
process, the four selected consultants demonstrated the qualifications, responsiveness, and
capacity necessary to provide these services.

DISCUSSION
The Engineering Division of the Public Works Department is responsible for advancing
numerous projects included in the adopted Capital Improvement Program (CIP) and for
responding to subdivision applications and other land development activity. Although the City
employs highly skilled engineers and technical staff, consultant support is periodically needed
to supplement internal resources and address workload fluctuations.

Using on-call consultants allows the City to respond more efficiently than procuring services on
a project-by-project basis. With consultants already under contract, staff can assign tasks more
quickly, maintain project schedules, and obtain professional services when needed.

Because workload demands vary over time, maintaining agreements with four on-call
consultants provides flexibility to assign work based on consultant availability, expertise, and
project schedule needs. The consultants understand that the agreements do not guarantee
any minimum amount of work and that the full not-to-exceed amount may not be expended
during the agreement term. Work will be assigned through task authorization based on
department needs.

Staff recommends the City Council authorize the City Manager to enter into Professional
Services Agreements with Bennett Engineering Services, CSG Consultants, Inc., Sanbell-Bay
Area, and Wilsey Ham. Each agreement would have a not-to-exceed amount of $500,000 over
the initial three-year term, with the option to extend for up to two additional one-year terms.

EQUITY AND SUSTAINABILITY
Not applicable, as this is a routine matter of City business.

OUTREACH
Not applicable, as this is a routine matter of City business.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the citywide ONE Pleasanton Strategic Goals of Investing in
our Environment, Strategy 1 - Implementation of the Capital Improvement Program and
Building a Community where Everyone Belongs, Strategy 9 - Advance the East Pleasanton
Specific Plan.

FISCAL IMPACT
Approval of the proposed agreements does not require additional funding. Funding for
consultant services is budgeted under each individual CIP project approved by the City Council
or funded through developer-paid fees. Specific account coding from the adopted Operating or
Capital Improvement Program budgets will be assigned when individual task authorizations are
Docusign Envelope ID: 3106A646-2722-8468-80AD-700E514FF485
