The
total not-to-exceed amount for all four agreements will be $2,000,000, with $500,000 allocated
to each agreement.

RECOMMENDATION
1. Authorize the City Manager to enter into Professional Services Agreements with
Bennett Engineering Services, CSG Consultants, Inc., Sanbell-Bay Area, and Wilsey
Ham for on-call civil engineering services, each in an amount not to exceed $500,000
for a three-year term, with options for two one-year extensions.
2. Authorize the City Manager to execute the attached Professional Services Agreements.
3. Authorize the Director of Public Works, or designee, to approve individual task
authorizations up to $100,000, and authorize the City Manager to approve individual
task authorizations up to $200,000. Task authorizations exceeding $200,000 shall be
presented to the City Council for consideration.

BACKGROUND
On June 1, 2021, the City entered into three-year Professional Services Agreements with four
local consultants to provide on-call civil engineering services. Those agreements were
extended for one year in June 2024 and for an additional year in June 2025. During the term of
those agreements, the consultants completed numerous critical assignments in support of
Public Works operations.
