P18-0078, P18-0080, P18-0081, PUD-130 and Tract 8569 (Hidden Canyon) Planning Commission
23 of 28
Furthermore, staff is recommending conditions of approval prohibiting additions to the
residential units.
Site Layout and Design Features
The site layout reflects a clustered development approach that concentrates residential units
within the less constrained portions of the site while preserving a substantial portion of the
property as open space. This design strategy minimizes environmental disturbance, reduces
grading, and maintains the visual integrity of the surrounding hillsides.
The project includes 30 single-family residential lots (28 new and two reconstructed units)
arranged along an internal roadway network designed to follow natural contours and reduce
cut-and-fill impacts. Significant areas of the site, approximately half of the total acreage, would
be preserved as permanent open space and dedicated to the EBRPD, providing long-term
habitat protection and public access opportunities.
Additional site design features include the construction of a public staging area with parking,
restrooms, and trail connections to the Pleasanton Ridge trail system, enhancing regional
recreational access. The layout also incorporates infrastructure improvements that balance
development with safety and environmental considerations.
Overall, the site design is consistent with General Plan policies that encourage preservation of
open space, sensitive siting of development, and integration with regional trail systems.
Architecture and Design
The proposed residential architecture is designed to reflect a high-quality, semi-rural character
consistent with the surrounding area and the City’s hillside development standards. Homes
would feature varied architectural styles, materials, and elevations to create visual interest and
avoid uniformity.
Building designs incorporate articulated facades, varied rooflines, and natural materials such
as stone and wood accents to blend with the natural landscape. The scale and mass of the
homes have been carefully considered to minimize visual impacts when viewed from public
vantage points, including Dublin Canyon Road and nearby open space areas.
Collectively, the architectural and design approach supports the project’s goal of integrating
residential development into a sensitive hillside environment while maintaining a cohesive and
high-quality visual character.
Traffic and Circulation
The project includes a comprehensive set of transportation improvements designed to ensure
safe and efficient access to and from the site. Primary access would be provided via Dublin
Canyon Road, with improvements including gating of the new subdivision and installation of a
traffic signal, along with associated roadway modifications to enhance safety and circulation for
both project residents and existing users in the area. The proposed traffic signal is not required
based on the standard traffic signal warrants; however, is included as part of the project to
improve access to Dublin Canyon Road by providing a protected turn and safe crossing for
pedestrians.
