P18-0078, P18-0080, P18-0081, PUD-130 and Tract 8569 (Hidden Canyon) Planning Commission
22 of 28
dwelling units allowed. Considering the development as a whole, the proposed 30 dwelling
units would meet the General Plan density requirement.
In addition, the proposed project supports/promotes the General Plan Goals, Programs, and
Policies included in Exhibit D.
Zoning and Use Conformance
The City Council approved the pre-zoning of Pre-zoned-PUD-OS-A&G/OS-PH&S/LDR
(Planned Unit Development-Open Space-Agriculture & Grazing/Open Space-Public Health and
Safety/Low Density Residential/Housing Opportunity Zone) Districts for the project site in 2023.
The approved uses for the project site include detached single-family residential development
and open space; thus, the proposed project conforms with the current pre-zoning designations.
Affordable Housing and Regional Housing Needs Allocation (RHNA)
The City’s Inclusionary Zoning Ordinance (IZO) requires new single-family residential projects
of fifteen units or more to provide at least 15 percent of units at prices affordable to very low,
low, and/or moderate-income households, and pursuant to the provisions made for projects “in
process” at the time of the update to the IZO, would be permitted to pay the City’s Affordable
Housing in-lieu fee, pursuant to PMC Chapter 17.40, and as reflected in the Draft Conditions of
Approval.
Objective Design Standards (ODS) and Site Development Standards
Although designated as a Housing Site in the City’s Housing Element, because the proposed
project was submitted prior to the adoption of the City’s ODS, those standards are not
applicable to the proposed project.
Rather, given the PUD pre-zoning for the project site, the applicant is permitted via a PUD
development plan to establish the minimum site development standards for the project. As
stated previously, Lots 1 through 30 include, but are not limited to, minimum lot area, minimum
setbacks, maximum floor area ratio, and maximum building height.
A PUD development plan allows flexibility in applying Municipal Code standards to achieve an
innovative overall plan for project sites and the area. The applicant developed the current site
plan with input from the Planning Commission during the Work Session and numerous
discussions with staff prior to and after formally submitting the PUD application. The applicant
was considerate of the position of the buildings to provide adequate setbacks from the property
lines and new street frontages and maximized the usability of the site. While the subject site is
relatively large, Measure PP, the UGB, and open space requirements limit the allowable
developable area. Due to these project constraints, smaller lot sizes with house sizes
commonly used for new single-family home development make the floor area ratios for the
new homes higher; however, the visual appearance of the new homes is in keeping with
existing adjacent residential subdivisions in the area.
Staff finds the proposed siting, massing, and size of the units are appropriate for this site and
would result in an attractive development for this area. The buildings would be in keeping with
the scale and massing of the surrounding homes on Dublin Canyon Road and adjacent areas.
