P18-0078, P18-0080, P18-0081, PUD-130 and Tract 8569 (Hidden Canyon) Planning Commission
26 of 28
Canyon Road, including potential bridge widening to enhance circulation and
safety.
o Development of 28 new residential units to support local housing needs,
consistent with the City’s Housing Element.
x Fees: The Developer is required to pay applicable City impact fees and development-
related fees, subject to established schedules and annual adjustments, as well as fees
collected on behalf of other agencies such as Zone 7 and the Tri-Valley Transportation
Council.
Based on these terms, staff has determined the Pre-Annexation and Development Agreement
would provide substantial public benefits, including open space preservation, transportation
and infrastructure improvements, and financial contributions toward public facilities. In
exchange, the applicant receives certainty regarding applicable development regulations and
project timing. Accordingly, staff finds that the agreement would result in a balanced exchange
of benefits and recommends that the Planning Commission forward a recommendation of
approval to the City Council. The City Council must ultimately determine if the agreement is
consistent with the General Plan, and staff finds this finding can be made based on the
analysis above.
PLANNED UNIT DEVELOPMENT CONSIDERATIONS
PMC Section 18.68.110 sets forth the purposes of the PUD District and considerations to be
addressed in reviewing a PUD development plan. These purposes and considerations are set
forth in the draft Resolution included as Exhibit B and include whether the plan is in
conformance with the City General Plan; in the best interest of public health, safety, and
general welfare; and whether the plan would be compatible with developed properties in the
vicinity. As described in Exhibit A, and based on the information and analysis provided in this
report, staff recommends the Commission make the required findings to recommend approval
of the project to the City Council.
PUBLIC NOTICE
Notice of this meeting was sent to property owners and tenants/occupants within
1,000-feet of the site as shown in Exhibit E, and project identification signage has been posted
on-site by the applicant. At the time of this report’s publication, staff had not received any
public comments. Public comments received after publication will be forwarded to the
Commission.
ENVIRONMENTAL ASSESSMENT
An EIR was prepared for the Hidden Canyon Residences and Preserve Project in accordance
with the California Environmental Quality Act (CEQA). The Draft EIR, along with appendices,
was circulated for public review, and a Final EIR, consisting of responses to comments, errata,
and revisions to the Draft EIR, was subsequently prepared. The FEIR reflects the independent
judgment and analysis of the City of Pleasanton as the lead agency and is provided as Exhibit
A.
Pursuant to CEQA Guidelines Section 15090, prior to project approval, the decision-making
body must certify: (1) the FEIR has been completed in compliance with CEQA; (2) the FEIR
was presented to and reviewed by the decision-making body; and (3) the FEIR reflects the
