P26-0222, 4301 Hacienda, Suites 100 & 120 Planning Commission
2 of 6
The project site is in Hacienda, where private schools with more than 20 students at any one
time require Planning Commission review and approval of a CUP. As proposed and
conditioned, staff believes the proposed private school is consistent with the General Plan,
zoning district, and Hacienda’s regulations and will be compatible with the surrounding uses.
Therefore, staff recommends approval of the CUP application.

BACKGROUND
The applicant, Fusion Academy, currently operates out of this location (Suite 120) with a
maximum of 40 students and 20 faculty and staff on site at any one time under (Case No. P20-
0992). Fusion Academy now wishes to expand its operations to allow up to 65 students and 33
faculty and staff at the subject site at any one time. Pursuant to the Pleasanton Municipal
Codes’ (PMC) various use categories, and based on the characteristics of the operations, staff
has determined that the subject operations are considered a private school. Private schools
are conditionally permitted at this location, subject to CUP approval. Accordingly, the CUP
application is before the Planning Commission for consideration and action.

SITE AND AREA DESCRIPTION
The subject site is an approximately 16.4-acre triangular parcel located in the center of
Hacienda Drive, Gibraltar Drive, and Stoneridge Drive. The site comprises three five-story,
multi-tenant buildings, with ground-level parking. There are approximately 1,350 surface
parking spaces around the three buildings (shown in Figures 1 and 2), which are shared
among the buildings' tenants. Street access is provided from driveways along all three street
frontages.

Adjacent uses to the site include attached townhomes and detached single-family homes to
the east along Gibraltar Drive, Roche Molecular Research and Development center to the west
along Hacienda Drive, and multi-tenant office buildings to the south along Stoneridge Drive
(shown in Figure 1).

Figure 1: Aerial of the Site and Surrounding Area
