P25-0116. P25-0116, P25-0018, PUD-154 and Tract 8123 (Arroyo Lago) Planning Commission
11 of 22
force main located on El Charro Road, which would flow south to Busch Road, then west to
connect with an existing City storm drainpipe in Busch Road.

Grading
Grading is proposed for both on- and off-site improvements. It is estimated that approximately
150,000 cubic yards of fill material would be imported to the project site. As the project site is
currently located in unincorporated Alameda County until it is annexed to Pleasanton, the
applicant has obtained a grading permit from the County to commence with surcharging of the
project site via the shifting of dirt from an on-site borrow pit to another on-site location where it
would be loaded upon the imported fill to accelerate soil consolidation and improve the soil’s
bearing capacity. Mass grading is anticipated to be completed in Summer 2027 as noted in the
Addendum.

ANALYSIS
Annexation
The project site is located outside of Pleasanton city limits, but within the City’s Sphere of
Influence (SOI) and Urban Growth Boundary (UGB). As such, annexation of the project site by
the City is required prior to development as specified in the current project applications. The
annexation is consistent with applicable Alameda County LAFCo policies, which promote
orderly and logical boundary adjustments.

Annexation of the project site would represent a logical extension of the City’s boundaries and
ensure that development occurs in a comprehensive manner consistent with the City’s General
Plan and the PMC. Annexation would allow the City to apply its development standards,
infrastructure requirements, and environmental review processes to the Project, while LAFCo
would retain authority to review and approve the boundary change to ensure consistency with
regional policies.

Further, the General Plan has the following criteria in evaluating annexation proposals:
1. Public agencies should be capable of providing adequate or expandable services such
as water, sewer, police, fire, transportation, solid-waste disposal, parks, and schools to
the area in order to support the proposed development.
2. The proposed annexation should be a logical extension of an existing planned or
developed area.
3. The land should not be under an agricultural preserve or open space contract.
4. The quality of the development proposed for the area to be annexed should enhance the
existing community.

Based on the Project, staff finds that the listed criteria are met. As discussed above, the City
Council discussed the merits of annexation at study sessions in August 2024 and February
2025, and concurred with the analysis provided by staff that annexation would result in
improved planning, fiscal, and environmental outcomes compared to the project developing in
Alameda County, and supporting the submittal of an annexation application .

General Plan Land Use and Policy Conformance
Despite its location in unincorporated Alameda County, the project site is within the City’s
Sphere of Influence, General Plan Planning Area, and the City’s UGB.
