P25-0116. P25-0116, P25-0018, PUD-154 and Tract 8123 (Arroyo Lago) Planning Commission
12 of 22
The project site is within the East Pleasanton area, where the General Plan designates the
entire East Pleasanton Area, including this site, as the East Pleasanton Specific Plan Area,
with a broad range of potentially allowable land uses, including commercial, residential, public,
and open space uses, but no formal land use designation for the project site . The General Plan
contemplates development of a Specific Plan for the area; since this planning has yet to occur,
the specific land use of a site is being evaluated through a site-specific project review.

As proposed, the project is a single-family residential community with a density of 6.3 dwelling
units per acre, which falls within the Pleasanton General Plan Medium Density Residential
(MDR) density range of 2 to 8 dwelling units/acre. The application proposes a General Plan
amendment to designate this site as MDR.

As proposed, the Project supports/promotes the following General Plan goals, Programs, and
Policies:

Land Use
▪ Policy 8: Preserve and enhance the character of existing residential neighborhoods .
▪ Policy 8.1: Enforce the provisions of the City's Zoning Ordinance and related planning
ordinances to maintain the character of existing residential neighborhoods.
▪ Program 8.2: Use the City's development review procedures to minimize intrusions into
existing neighborhoods.
▪ Policy 23: Maintain a permanent Urban Growth Boundary (UGB) beyond which urban
development shall not be permitted.
▪ Program 23.2: Extend urban services only to areas within the Urban Growth Boundary,
with the following possible exceptions for selected urban services: (1) areas beyond the
boundary where the public health and safety present overriding considerations; (2) as to
water service, areas which are within the boundaries of the former Pleasanton County
Township Water District and where the service extension is consistent with the 1967
Joint Powers Agreement between the City and the District; (3) on reclaimed land w hich
is currently designated as Sand and Gravel Harvesting in East Pleasanton when the
potential future use is non-urban.
▪ Policy 25: Annex urbanized pockets of unincorporated land adjacent to the city limits in
areas where landowners are willing to accept City services and development standards.

Sustainability
▪ Program 2.6: Require design features in new development and redevelopment areas to
encourage transit, bicycle, and pedestrian access, such as connections between activity
centers and residential areas, and road design that accommodates transit vehicles,
where feasible.

Community Character
▪ Goal 1: Preserve and enhance Pleasanton's community character.
▪ Policy 17: Maintain, enhance, and protect the quality, character, and distinctiveness of
residential neighborhoods.

Consistent with these policies and programs in the areas of Land Use, Sustainability, and
Community Character, the Project would have comparable density, grade elevations, building
setbacks, and heights with the existing residential development to the immediate west. This
approach aligns with the General Plan's direction to preserve and enhance the character of
