P25-0116. P25-0116, P25-0018, PUD-154 and Tract 8123 (Arroyo Lago) Planning Commission
21 of 22
the implementation of the mitigation measures that have been adopted for the proposed
project. Any long-term monitoring of mitigation measures imposed on the overall development
will be implemented through the MMRP.

Significant and Unavoidable Impacts
The County Project’s EIR identifies transportation-related vehicle miles traveled (VMT) impacts
as significant and unavoidable. The County Project’s EIR incorporates several Transportation
Demand Management (TDM) measures, including construction of JADUs, traffic calming
features and off-site sidewalk and bicycle land improvements, to reduce VMT impacts. A
Statement of Overriding Considerations was used in approving the County Project, finding that
the project's benefits outweighed the significant and unavoidable VMT impacts.

The Addendum identified similar Project VMT impacts as significant and unavoidable. While
the thresholds used in VMT assessment are different between those of the County’s and the
City’s, the Addendum uses the same Alameda Countywide Travel Demand (Alameda CTC) to
assess mitigation measures to reduce VMT. The assessment reveals, similar to the County
Project, the following TDM measures could reduce VMT impacts:

▪ 25 percent deed-restricted junior ADUs, contributing an approximately 0.4–1.2 percent
VMT reduction.
▪ Traffic calming features on all project streets (1 percent reduction), which was required
as MM TRANS-2.
▪ 1,000 feet of off-site sidewalk and bicycle lane improvements (0.5 percent reduction).

These TDMs have already been incorporated into the proposed Project and would achieve a
maximum reduction of 2.7 percent.

While mitigation measures would reduce VMT, they would not achieve the level of reduction
necessary to meet applicable thresholds, and no additional feasible mitigation measures or
alternatives have been identified to further reduce these impacts. As such, both project-level and
cumulative VMT impacts remain significant and unavoidable, which is typical for low-density
residential development in areas with limited transit access.

Statement of Overriding Considerations (SOC)
A Statement of Overriding Considerations was used in certifying the County Project EIR. The
proposed Project includes minor changes to the County Project and does not create any
significant new impacts not already studied in the EIR. The Project itself, however, still results
in similar significant and unavoidable impacts (VMT) as identified in the certified EIR. Based
on the Addendum and Project’s MMRP, the proposed Project has been analyzed in
compliance with CEQA.

PUBLIC NOTICE
Notice of this public hearing was sent to property owners and tenants/occupants within
1,000 feet of the site as shown in Exhibit D, and staff-approved Project identification signage
has been posted on the site by the applicant. At the time of this report’s publication, staff had
not received any public comments. Public comments received after publication will be
forwarded to the Commission.
