P25-0116. P25-0116, P25-0018, PUD-154 and Tract 8123 (Arroyo Lago) Planning Commission
3 of 22
encourage imagination and housing variety in the development of property of varying sizes and
topography, and to avoid the monotony and often destructive characteristics of standard
residential developments.

The CEQA documentation (Addendum), consideration for annexation, General Plan
amendments, PUD rezoning and development plan, Vesting Tentative Map, and Pre-
Annexation and Development Agreement, including the form of Affordable Housing
Agreement, are before the Planning Commission for consideration and recommendation to the
City Council.

Funding for the maintenance of public infrastructure associated with the Project, other than
that maintained by the Homeowners Association, will be provided through a Community
Facilities District (CFD), funded through the homeowners’ property assessments.

SITE AND AREA DESCRIPTION
The Project site (Figure 1) is located on the north side of Busch Road, immediately east of the
Pleasanton city limits, and shares the westerly property line with the City’s Operations Services
Center and the Village at Ironwood, a 50+ active living community. Lake I of the Zone 7 Chain
of Lakes is located to the north of the Project site, and a vacant parcel owned by the same
owners is located to the east, and Cope Lake is further northeast.

The Project site itself is relatively flat; however, it is approximately 2-4 feet higher in elevation
than the existing residential development to the immediate west. An informal access road
(gravel/dirt) travels along the western boundary of the Project site. Primary access to the site is
from Busch Road.

While the Project site is within unincorporated Alameda County, it is also located within the
City’s Sphere of Influence (SOI) and Urban Growth Boundary (UGB).
