MEMORANDUM
Date:June 24, 2026
To: Planning Commissioners
From:Jenny Soo Associate Planner
Subject:Item No. 4
The following are staff responses in italic to questions raised by individual Commissioners:
1.How much is this project paying for traffic fees? Is there a separate fee for El Charro Road?
The Pre-Annexation and Development Agreement (PADA) allows the use of the 2024 Fee schedule
for the Project, per the “Projects in Progress” provisions adopted as part of the Impact Fee Update.
Hence, the Transportation Development Fee is set at $11,642 per dwelling unit, and Tri-Valley
Transportation Fee is set at $6,946.01 per dwelling unit. The PADA separately requires this Project
to contribute $3 million towards the design and construction of a future El Charro Road extension.
Staff notes, Traffic Engineering’s preliminary estimates for the construction of El Charro Road came
in at approximately $120 million. Based on the size of the Arroyo Lago project, and its trips
generated, their pro-rata share toward El Charro Rd was estimated by Traffic Engineer to be just
over $8 million. The applicant only agreed to pay $3 million per the DA.
2.Will all houses have 2-car garages?
Yes.
3.How much street parking is available and where is it located?
Street parking would be provided on all public streets. Please see Sheet C2.1 of the Project plans for
details.
4.Do the JADU's have separate entrances? Do they all have kitchens and bathrooms?
Yes. Please see Floor Plan 3 and Floor Plan 6 of the Project plans for details.
SUPPLEMENTAL MATERIAL
Provided to the Planning Commission
After Distribution of Packet
Date Distributed: ________________6/24/2026
