5. Where are sidewalks located within the project boundaries?

All streets would have sidewalks on both sides. Please see Sheet C2.1 of the Project plans for
sidewalk locations.

6. How much credit will Pleasanton get for low income housing in RHNA? I'm assuming it would
have to be based on how many of the JADU's are actually rented - is that true?

Yes, we can get RHNA credit for the JADUs based on the income levels, provided we can
demonstrate their affordability using an approved methodology. The RHNA credit is available based
on the building permits issued, irrespective of whether or not the units are occupied or rented.

7. In the past several years, have we ever had a project where we were required to share property tax
revenues with Alameda County (Merritt, Hidden Valley)? What % of property tax revenues do we
anticipate Alameda will receive and how is that determined? Would it make sense to negotiate this
prior to project approval?

Yes, the City has negotiated property tax sharing agreements for several annexation projects over
the years, most recently for the Merritt project. City staff will start discussions with the County soon
on this item. A standard formula has been used in determining the amount, and it is expected that
we’ll follow a similar method for Arroyo Lago as we did for Merritt’s annexation request.

8. I thought projects were required by Pleasanton municipal code to build low income housing,
contribute to a low-income housing fee, or otherwise provide low-income housing - is that true?

Yes, PMC requires the applicant to provide affordable units, or to pay for the affordable housing
fee. Alternative, an applicant can also request to satisfy the low-income house requirement through
an “alterative” means. In this case, the City Council provided policy direction in support of the
applicant’s proposal to meet the requirements of the IZO by providing 15% of the units as deed-
restricted JADUs.

9. I have a question regarding the overall siteplan design. Is the layout fully approved at this point? In
my opinion the layout of the western 31 Losts with Plans 7/8 is not something I would ever approve
as a Design Review consultant. You have an unbroken street and site line with only 2 plans plotted
every other lot - this is what planners try to avoid at all costs and I'm shocked it got this far unless it
was part of the County approved layout and Pleasanton has to "accept" it to be able to annex the
project without any issues?

This reflects the County-approved plan. As the plans were being developed through the study session
process described in the Agenda Report, the City Council had placed a high priority on solutions
(also offered in the County plan) to increase setbacks and reduce the homes on the west side to
single story homes. This proposal already reduced the lot count from what was originally proposed,
because all of those lots got larger.
