The City Strategic Plan Goal E requires that the City “[f]oster community engagement and conduct effective planning to promote a livable and economically vibrant community.”13 Specifically, Goal E requires that “[p]roject[s] should support or advance key goals and initiatives from the Five-Year Economic Development Strategic Plan…ensuring the vibrancy of Pleasanton’s Downtown, business retention and expansion and workforce development” pursuant to Strategy 4.14
The City of Pleasanton, Economic Development Strategic Plan (2023), https://www.cityofpleasantonca.gov/wp-content/uploads/2024/05/CityOfPleasanton EconomicDevelopmentPlan FINAL Web.pdf; .
City of Pleasanton, 2005 Pleasanton Plan 2025, Land Use Element, Program 1.6, p. 2-29, https://www.cityofpleasantonca.gov/assets/our-government/community-development/Land%20Use%20Element%20CLEAN.pdf.
City of Pleasanton, 2005 Pleasanton Plan 2025, Land Use Element, Program 1.6, p. 2-29, https://www.cityofpleasantonca.gov/assets/our-government/community-development/Land%20Use%20Element%20CLEAN.pdf.
Id. at Program 1.7.
City of Pleasanton, City Strategic Plan, Strategy 4, p. 16, https://www.cityofpleasantonca.gov/assets/our-government/city-manager/strategic-plan.pdf.
Id.
