Additional Support for Proposed Workforce Standards <br /> Large construction projects that generate low-wage jobs which provide little to no benefits, and disproportionately hire out-of-area workers, contribute to local poverty and economic decline. The Development Agreement Construction Impact <br />Mitigation Commitments proposed in this letter would ensure that the Project will provide a commitment to the City of Pleasanton that this Project will be different. To meet this goal, we urge the City and the Applicant to include in the PADA a requirement to ensure Project construction will help create local job opportunities for disadvantaged workers by employing apprentices and adopting local hire goals, along with a requirement that contractors make minimum health care expenditures to support their employee’s health care needs. Apprenticeship programs are a proven pathway for providing disadvantaged local residents with good-paying construction-career opportunities. Because apprentices are paid, apprenticeship programs provide career growth opportunities to persons with families that cannot afford to take time off to attend college. In addition, state-approved apprenticeship programs are required by law to adopt an equal opportunity program with an affirmative action plan to recruit women and minority applicants.15 Over 95% of apprenticeship graduates in California are produced by joint labor-management apprenticeship programs and more than two-thirds of participants in union apprenticeship programs are people of color. Apprenticeship programs also ensure area construction workers have the skills necessary to construct buildings correctly, efficiently and safely. Apprenticeship Program training curricula include specific training on safety and on energy and water efficiency measures. This training is independently reviewed and approved by the California Division of Apprenticeship Standards. Well-constructed residential buildings help reduce utility bills and repair costs for future occupants. However, the number of apprenticeship slots available each year is limited by the number of companies who are willing to utilize apprentices and the total hours available for apprentices to work. By including an apprenticeship utilization requirement in the PADA, the City would help increase apprenticeship opportunities for local residents. We propose including a provision that requires the use of apprentices in the same manner as required for public works projects as set forth in Section 230.1 of Title 8 of the California Code of Regulations. Section 230.1 are the regulatory provisions implementing the Labor Code section 1777.5 requirements to use apprentices in a minimum of a 1:5 ratio. Section 230.1 provides the process <br /> <br />15 Cal. Code Regs., tit. 8, § 215).
