June 24, 2026 Page 6
7357-030acp
printed on recycled paper
whereby both union and non-union contractors can request dispatch of apprentices from state-approved apprenticeship programs. It is in the City’s interest to also ensure that a development agreement includes terms to maximize local hire in order to support the local economy. Each dollar paid to local construction workers produces $1.50 in economic activity."16 Local hire requirements ensure that wage dollars are recirculated through the local economy and generate increased sales tax revenue. Local hire requirements also reduce traffic congestion and climate impacts by reducing the number of super commuters travelling to the Tri-Valley area to take jobs that could be filled by local residents. We propose including a provision that requires each contractor to agree to a 30% local hire goals, with a first priority for Tri-Valley area residents and a secondary priority for Alameda and Contra Costa County residents. The City also has a strong interest in ensuring that workers and residents within its borders have meaningful access to health care coverage. We propose including a provision that requires contractors on the Project to make minimum health care expenditures that provide healthcare coverage opportunities to their construction workers. The proposed requirement is similar to the requirements set forth in the City of Berkeley Hard Hats ordinance.17

III. CONCLUSION
EBRRD urges the Planning Commission to recommend that the City Council provide direction to staff to negotiate additional terms into the proposed PADA to include workforce standards for the Project’s construction workforce. This would ensure that the Project provides the maximum possible community benefit to the local construction workforce in return for the benefits conferred to the Applicant.
