RFP: City of Pleasanton, I-580 Overcrossing Bicycle & Pedestrian Improvements (CIP #22570) | 13
WORK PLAN/SCOPE OF WORK
Project Understanding
The I-580 Overcrossings Bicycle and Pedestrian Improvement Plan is a high priority project in the City’s Pedestrian and Bicycle
Master Plan, which will provide protected bike lanes, improved sidewalks, and more visible crosswalks through the
interchanges at Hopyard Road, Hacienda Drive, and Santa Rita Road.
The goal of work to be performed with this Proposal is to provide the City with a design that has gained Caltrans’ approval
and deliver final construction documents that are ready to advertise and bid. The conceptual plans that have been prepared
will be used as the basis for the final design and will be submitted to Caltrans, along with a Design Engineering Evaluation
Report (DEER), for project approval.
The key to maintaining the project schedule will be delivering a complete DEER submittal to Caltrans as early as possible that
includes a design that minimizes non-standard features, which will require review and approval of a Design Standard Decision
Document (DSDD). Unfortunately, overcrossings and interchanges are generally excluded from the design standards found in
Design Information Bulletin (DIB) 94 for Complete Streets, so the design will be required to follow the requirements of DIB 82-
06 and the lane and shoulder widths of the Highway Design Manual.
The DEER and DSDD for any non-standard features will be submitted to Caltrans no later than the development of the project
plans for the 65% submittal, but we will engage Caltrans much earlier to present the design concepts and gain an
understanding of what their expectations and key concerns are for project approval.
Wood Rodgers assumes that these projects will qualify for a Categorical Exemption for CEQA under 15301(c) Existing Facilities.
The City, in coordination with Caltrans, will file a Notice of Exemption form for CEQA compliance. Since no federal funds have
been programmed to the project, no NEPA review is expected to be needed. Wood Rodgers anticipates that only a traffic
analysis would be required and no other environmental technical studies should be needed to support the CEQA exemption.
The Notice of Exemption form should be included as an attachment to the DEER.
Scope of Work
TASK 1 – PROJECT MANAGEMENT
Maintaining the schedule and ensuring Caltrans’ approval
for the project will require a proactive project
management plan that are addressed in our work plan.
Task 1.1 – Project Management
The Wood Rodgers Project Manager will coordinate all
Consultant operations with the City, including but not
limited to, tracking progress of the scope of work and
administering subcontracts. Consultant Project Manager shall
prepare and submit monthly project progress reports to
the City’s Project Manager. This scope assumes project
management will be required over a twelve (12) month
schedule.
Task 1.2 – CoordinaƟon and MeeƟngs
The Project Manager shall conduct the project kick-off
meetings, hold regular meetings with City, and shall
conduct meetings and coordination with other
stakeholders, City, and other agencies, in monthly Project
Development Team (PDT) meetings or technical
workshops and focused meetings as necessary. Wood
Rodgers will prepare agendas and meeting minutes,
Communication and distribution of project records and
information, and responses to all internal requests for
information about the project. This task includes four (4)
stakeholder meetings with Caltrans as needed to discuss
their concerns and the review and approval of the DEER.
Task 1.3 – Project AdministraƟon
Wood Rodgers will prepare and update the Project
schedule monthly or as needed.
