RFP: City of Pleasanton, I-580 Overcrossing Bicycle & Pedestrian Improvements (CIP #22570) | 14
TASK 2 – PROJECT INITIATION
Task 2.1 – Preliminary InvesƟgaƟon, Research,
and Site Visit
Wood Rodgers will obtain existing as-built plans and right
of way record maps from the City of Pleasanton and
Caltrans, and facility mapping from utility providers within
the project area. Following the kick-off meeting, a field
review will be scheduled with the City to visit the sites and
identify any potential issues or concerns.
Task 2.2 – Topographic Survey
Wood Rodgers will perform a topographic survey for the
project site. One (1) Foot Contour intervals will be
generated from aerial photographs. Existing conditions
and 2D planimetric features shall be located and will
include but not be limited to fences, roads, curbs,
driveways, paths, buildings, walls, etc. Surface utilities
(sanitary sewer, storm drain, water, gas, power and
communications) features and structures, visible from air
shall be located and shown on the mapping. The utility
type will be confirmed on the ground and with as-built
plans which is included in Task 2.3. Project accuracy will
conform to general accepted photogrammetric standards
established by the USGS National Map Accuracy
Standards. The horizontal and vertical control shall be
based on the California State Plane Zone III coordinates
and the North American Vertical Datum of 1988 (NAVD
88). (Includes aerial orthorectified color photo - digital
copy)
Features not measured in the Aerial Topographic Survey
and needed for design will be measured from the ground
with conventional methods. Utilities, features under tree
canopies, street cross-sections and other details for design
will be captured with this item. We will also measure the
pipe inverts of utilities at manholes and catch basins. This
item assumes 2 days of a 2-person crew in the field
collecting data and office time for processing the data.
Project AssumpƟons
1. No boundary surveys or Right of Way acquisition is
included in this proposal. It is assumed that the
improvements will all be on the overcrossings and
the existing right-of-way is sufficient.
2. The topographic survey will primarily include the
top of overcrossings. Spot grades can be generated
on the lower freeway and ground but the
topographic surface will be on the top of the
overcrossings. Utilities and other improvements will
also only be mapped on the top of the
overcrossings.
Task 2.3 – UƟlity ConŇict IdenƟĮcaƟon and
PosiƟve LocaƟon
Wood Rodgers will send utility mapping requests (Utility
‘A’ Letters) to known utility owners in the project area.
Wood Rodgers will use a combination of record
information provided, GIS data, and as-built information
to develop a utility base map. It is recommended that
veriĮcation of underground utilities be completed during
the design phase. We have included an estimated direct
cost budget for potholing. However, the exact amount
may change based on the Įnal design plans.
Task 2 Deliverables:
• Topographic Survey
• Utility Base Map
• Utility Conflict Mapping
TASK 3 – COMMUNITY ENGAGEMENT AND
PUBLIC COMMUNICATIONS
For this project, Team 360 will serve as the community
engagement and public communications lead, bringing
proven outreach systems, trusted community
relationships, and the consensus-building and
communication skills needed to keep diverse stakeholders
informed and engaged throughout a complex, multi-
phase project. Our in-house media production capabilities
further support this work - allowing us to develop clear,
accessible materials that help the public understand and
connect with infrastructure improvements at every stage.
Our approach emphasizes clarity, accessibility, and
accountability - ensuring that the City of Pleasanton,
Caltrans, corridor stakeholders, and the broader public
remain aligned and conĮdent throughout design,
permitting, and construction advertisement.
As the community engagement and communications
subconsultant, we will lead all outreach and public
communications activities in support of Wood Rodgers
and the City of Pleasanton. Building on our active work on
corridor improvement projects across Alameda County –
including projects requiring Caltrans District 4 permitting -
Team 360 brings trusted regional relationships and a deep
understanding of what it takes to keep communities
informed and engaged throughout a complex, multi-
phase design and permitting process.
Our approach to this project is grounded in the
understanding that bicycle and pedestrian improvements
at high-trafĮc freeway overcrossings affect a wide range of
users, including cyclists, pedestrians, adjacent businesses,
disability and accessibility advocates, and the broader
traveling public. Effective engagement means meeting
Docusign Envelope ID: 51FAFAD2-C432-8610-82B1-8C74A5863E3EDocusign Envelope ID: CF4E9CB2-CD8E-8250-8118-86FF73955901
