The actual
project was "580/680 overcrossings". It scored 13, which included a point for "safe routes to school", yet no
one from the Dublin side is in our school district. The biggest safety concern in the 580/680 overcrossing
project was Stoneridge at 680. If scored as the three 580 overcrossings, it would be 9 - third from last. Did
the PTSAP identify these overcrossings as a safety concern? Were there serious injuries here?
City Council reviewed this project in 2018. The reservations were that Hacienda was very close to the
BART station. Back then, crossing under 580 at BART was very popular. Since then, BART has committed
to revising the undercrossing to make it even easier for bikes to pass through. So, why do the Hacienda
overpass? Hopyard is very close to the multi-use trail underneath I-580, so why do that overpass?
In 2023, staff noted that the preliminary design created vehicle backups through adjacent intersections.
City Council expressed a need to understand the impact on traffic. Are we willing to spend $400k before
we do the congestion impact study?
These overcrossings exist between very stressful routes on both the Pleasanton and Dublin sides. Staff
said in 2023 that plans will need to be reviewed by the City of Dublin. Has that happened? (Dublin is
focused on all-ages-and-abilities, so the new bridge encourages bikes to take the Iron Horse Trail.)
Among cyclists, the most popular 580 crossings are Fallon, the BART station, and the multi-use trail under
580 (near Costco).
Why are we pushing ahead with something that didn't quite make sense 10 years ago? This is just money
for a plan that may need to be modified a year from now? When do we anticipate actually building the
project?
