The project was initiated in response to storm
events during the winter of late 2022 through early 2023 when runoff from the hillside west of
Foothill Road overwhelmed the storm drain network serving Foothill Road and Puri Court.

On April 15, 2025, the City Council awarded a construction contract to DPI, Inc., for CIP Nos.
24415 and 25415, with total project expenditures anticipated at $1,827,201. The work has
been completed to the satisfaction of the Public Works Director and in accordance with the
approved plans and special provisions. Staff recommends that the City Council accept the
project as complete.

RECOMMENDATION
1. Accept the Annual Storm Drain Repair/Replacement (Puri Court) project, CIP 25415, as
complete and authorize the City Clerk to file a Notice of Completion pursuant to
California Civil Code section 9204;
2. Authorize the release of retention in the amount of $57,504.29 to DPI, Inc., 30 calendar
days after recordation of the Notice of Completion; and
3. Approve a budget amendment returning $558,382 in remaining project funding to the
Annual Storm Drain Repair/Replacement Fund (Fund 441) for future eligible projects.

BACKGROUND
The project was advertised, and sealed bids were opened on March 25, 2025. A total of nine
bids were received, ranging from $1,084,777 to $1,834,000. DPI, Inc., submitted the lowest
responsive bid in the amount of $1,084,777, which was 19 percent lower than the Engineer’s
Estimate. The Public Works Director was authorized to approve change orders up to the
project contingency amount of $157,317. The project also required expenditures for consultant
contracts and related services, as detailed in Attachment 2.

DISCUSSION
The project included replacement of 415 lineal feet of storm drain pipe and 52 lineal feet of box
culvert, installation of a storm manhole, a headwall, and minor concrete and landscape
restoration in areas where excavation affected front yards within the residential neighborhood.
