Residential wastewater flow estimates
are based on household size data and city-specific indoor water consumption in gallons per
capita per day (gpcd). Non-residential wastewater flow estimates are based on actual water
consumption data from FY 2025, and a wastewater return factor which represents the portion of
water consumption that is returned to the sewer collection system based on FY 2025 average
winter consumption relative to average annual consumption 10.

RESIDENTIAL AND NON-RESIDENTIAL FLOW ESTIMATES
Table 3-2 and Table 3-3 shows the Residential and Non-Residential wastewater flow estimates by
customer class, respectively.

Residential wastewater flow is estimated for each customer class based on household size
census data from the 2024 American Community Survey and indoor water consumption data in
gpcd from the City’s Annual Urban Water Use Objective and Water Use Report from FY 2025.

10 Average winter consumption is used as a proxy for average indoor consumption.
