City of Pleasanton
Sewer Rate Study Report

Water Resources Economics
44
Estimated annual wastewater flow is calculated by converting indoor water consumption in gpcd
to ccf per capita per year and multiplying consumption by household size and units (Table 2-3) for
each customer class. Accounts for each customer class are equal to units for all classes except
for Condo and Multi-Family whose accounts were provided by staff 11.

Non-Residential wastewater flow estimates are based on actual FY 2025 water consumption and
accounts provided by staff. Commercial classes are allocated to their most closely associated
DSRSD strength class based on review of FY 2025 billing data.

The applied percentage reflects the portion of estimated wastewater flow included in the cost-of-
service analysis. A 100% factor is applied to all customer classes served directly by the City’s
sewer collection system. For customers in the Castlewood Service Area, a 7.785% factor is
applied to reflect Castlewood’s proportionate use of the City’s system. The applied wastewater
flow, accounts, and units are calculated by multiplying wastewater flow, accounts and units by
the applied percentage for each customer class.

11 One Multi-Family or Condo meter may serve multiple units (For example, one apartment building has one account
and serves four units).
