Item #12
CITY COUNCIL AGENDA REPORT

July 21, 2026
Public Works - Operations Division

TITLE: APPROVE THE PURCHASE OF SEVEN FORD POLICE INTERCEPTOR UTILITY
HYBRIDS FROM NATIONAL AUTO FLEET GROUP FOR $502,381.18,
INCLUSIVE OF A 15 PERCENT CONTINGENCY, IN THE POLICE VEHICLE
INTERNAL SERVICE FUND (FUND 511)

SUMMARY
As part of the City’s 20-year Repair and Replacement Plan, seven Pleasanton Police
Department patrol vehicles are due for replacement in fiscal year (FY) 2026/27. These vehicles
are critical assets that operate under demanding conditions, including extended idling,
emergency response driving, and continuous daily use. Staff recommends purchasing seven
Ford Police Interceptor Utility Hybrid (PIUH) vehicles from National Auto Fleet Group in the
amount of $502,381.18, inclusive of a 15 percent contingency, to maintain reliable fleet
operations and support public safety services.

RECOMMENDATION
Authorize the City Manager to execute a purchase order with National Auto Fleet Group for
seven Ford Police Interceptor Utility Hybrid vehicles in an amount not-to-exceed $502,381.18,
inclusive of a 15 percent contingency.

BACKGROUND
The Pleasanton Police Department currently maintains a fleet of 27 Ford Police Interceptor
Utility Hybrid (PIUH) vehicles specifically designed for law enforcement operations. These
vehicles are equipped with heavy-duty cooling systems, upgraded suspension and braking
components, reinforced electrical systems, and integrated emergency response equipment
necessary for patrol operations.
Patrol vehicles experience accelerated wear due to high mileage, prolonged idling, emergency
response operations, and continuous stop-and-go driving conditions. To ensure reliability and
minimize operational downtime, patrol vehicles are replaced on an approximately five-year
cycle.
Table 1.
