No. 15551), in the amount of $2,000,000
3. I-580 Overcrossing Bicycle and Pedestrian Improvements (construction phase, CIP No.
22570), in the amount of $4,462,500
4. Pleasanton Transportation Technology Upgrade in the amount of $1,125,000

BACKGROUND
Alameda CTC’s Comprehensive Investment Plan is a near-term strategic planning document
that consolidates funding sources administered by Alameda CTC and programs them through
a single programming cycle. Alameda CTC’s funding sources for the 2028 Comprehensive
Investment Plan are: Measure B, Measure BB, Vehicle Registration Fee (VRF), Transportation
Fund for Clean Air (TFCA), I-580 Toll Revenues, federal One Bay Area Grant Cycle 4 (OBAG
4), and Community Action Resource and Empowerment (CARE).

The Alameda CTC Comprehensive Investment Plan’s purpose is to strategically program
available funds toward transportation investments that support the vision and goals of the
Alameda CTC’s Countywide Transportation Plan, multi-modal plans, and voter-approved
transportation expenditure plans.

In the 2026 Alameda CTC Comprehensive Investment Plan Cycle, $100 million in funding was
available. The City was awarded $750,000 in project design funding for the West Las Positas
Boulevard Multimodal Reconstruction Project for the section between Stoneridge Drive and
Santa Rita Road and $525,000 in project design funding for the I-580 Overcrossing Bicycle
and Pedestrian Improvements Project.

DISCUSSION
In the 2028 Alameda CTC Comprehensive Investment Plan, $200 million is available. The
minimum request for Capital Improvement projects is $500,000, the maximum is $10,000,000,
and a minimum 25 percent local match is required for each requested phase of the project.
The 2028 Alameda CTC Comprehensive Investment Plan funding programming spans fiscal
years 2027/28 through 2031/32, with funding allocations in fiscal years 27/28 and 28/29.

Agencies are limited to four applications, with a resolution of local support required for each
application. The City of Pleasanton recommends submitting applications for the following four
projects:

1) West Las Positas Boulevard Multimodal Reconstruction Project (Construction Phase 2), CIP
No. 11514 - $7,050,000
Phase 2 of the West Las Positas Boulevard Multimodal Reconstruction project will complete
the eastern segment of West Las Positas Boulevard (Owens Drive to Fairlands Drive), creating
protected intersections at Owens Drive and West Las Positas Boulevard, elevated bike lanes,
reconstructed medians, and new sidewalks on the south side of the roadway. The projected
construction cost for Phase 2 is $9,400,000. The total request for 2028 Alameda CTC
Comprehensive Investment Plan funds for this project is $7,050,000, exclusive of the local
match. Should funds be awarded, the City will provide a total local match of $2,350,000 from
Traffic Impact Fee, Measure BB, and/or Miscellaneous Capital Improvement Project funds to
fully fund the project. Authorization to allocate the local match funding would be brought to the
City Council at a future meeting.
