Phase 1 of the project is partially funded by the 2024 Alameda CTC Comprehensive
Investment Plan ($9,000,000). Phase 2 design is anticipated to be completed by the end of
2026 and is funded through the 2026 Alameda CTC Comprehensive Investment Plan
($750,000).

2) I-680/Sunol Interchange Modernization Project (Construction Phase 1) - CIP No. 15551
The City, with Caltrans oversight, is in the design phase of the I-680/Sunol Interchange
Modernization Project. This project must follow Caltrans’ project development procedures, as
the interchange is owned by the State. The City has completed two prior project phases:
Project Study Report – Project Development Support and Project Approval & Environmental
Document. Project Design, the current phase, began in late 2024.

The overall project would modernize and improve the operations and safety of the interchange
by adding traffic signals at the I-680 northbound and southbound on/off ramps at Sunol
Boulevard, adding a multipurpose lane and a high-occupancy toll lane for the southbound I-
680 on-ramp, widening a portion of the Sunol Boulevard bridge, and improving bicycle facilities
between Arlington Drive and the interchange. The estimated total cost for these improvements
is $21,100,000. In 2024, the City was awarded $6,000,000 in State Transportation
Improvement Funds for construction. Obligation of these funds will occur when the project is
ready for bidding. No other construction funds have been identified for this project.

The northbound and southbound on/off ramp intersections with Sunol Boulevard are currently
identified as a focused high-injury corridor and intersection in the Pleasanton Transportation
Safety Action Plan. Staff proposes splitting the I-680/Sunol Interchange Modernization Project
into two phases to expedite safety improvements at the two on- and off-ramp intersections.
Phase 1 will construct two traffic signals at the I-680 northbound and southbound on/off ramps,
widening a portion of eastbound Sunol Boulevard, and install striping improvements and
bicycle facility improvements at the interchange. The estimated construction cost for Phase 1
is $8,000,000. Completion of the Phase 1 design is anticipated in the first quarter of 2027.

Staff recommends requesting $2,000,000 in 2028 Alameda CTC Comprehensive Investment
Plan funds and matching it with the already-awarded 2024 State Transportation Improvement
Program (STIP) funds to address the entire Phase 1 construction cost. The City will continue
to progress the design for Phase 2 and identify future construction funding opportunities.

3) I-580 Overcrossing Bicycle and Pedestrian Improvements Project (Construction Phase), CIP
22570
This project, which ranks as priority #3 in the Bicycle and Pedestrian Master Plan, aims to
create safer bicycle and pedestrian facilities for traveling to and from Pleasanton and Dublin on
the I-580 overcrossings at Hopyard Road, Hacienda Drive, and Santa Rita Road. Construction
will include bicycle and pedestrian improvements with protected bicycle lanes, rectangular
flashing beacons at each unsignalized crosswalk, upgraded accessible curb ramps, high-
visibility crosswalks, and pedestrian hybrid beacons at the multi-lane uncontrolled crossing on
Santa Rita Road. The estimated construction cost is $2,580,000.

The 2026 Alameda CTC Comprehensive Investment Plan allocated $525,000 for project
design, with completion anticipated at the end of 2026, after which the project will proceed to
the construction phase.
